We in the UK have got used to the notion that the regulator has to step in periodically to allocate blocks of new telephone numbers as the planners in high places, whose job it is to know about these things, but who, in practice, seem unable to count beyond eight, cock things up yet again and exhaust the very commodity they are supposed to be husbanding.
